New Jersey League of Municipalities Executive Director Bill Dressel says while Moody's Investors Service has found some municipalities are putting themselves at risk by guaranteeing some of the debt burden incurred by others in service agreements, the agreements aren't necessarily bad. He said they need to be examined on a case-by-case basis.
